Lansdowne Master Plan
Key Elements
Lansdowne delivers key benefits for the city including:
1. Richmond’s New Downtown: A world-class, highly amenitized energy centre.
2. Public Space: Unprecedented contributions of parks and civic assets.
3. Affordable Housing: Delivering substantial, high quality, much needed supply.
4. Multi-Modal Transit/Accessibility: Connecting the community for all.
5. Low Carbon: A beacon for responsible use of land, converting an asphalt parking lot into a law carbon, tree lined, mixed-use, complete community.
Located at the centre of Richmmond, this 20-year master plan development will include:
Over 50 acres, with over 600,000 sf of retail, 4,000,000 sf of residential space, 50,000 sf of amenity space proposed.
Globally-inspired design, developed by award-winning partners
Over 10 acres of new park and greenspace, including a major new 5 acre festival park for the City, a Civic Plaza, with year-round programming and activities. Over 4 acres of public open space and green links together represents close to 30% of the site as public space.
Affordable housing and market rental make up 30% of all residential space.
Over 600,000 sf of new retail, restaurants and services — which will revitalize Lansdowne as a destination in the city.
Where We Are At
Having received 4th reading from Council in November 2023, the Lansdowne Master Plan, in conjunction with existing OCP/CCAP policies, will be the seminal document used to guide redevelopment of the site through future rezoning and development permit applications.
With approval of the OCP Amendment and adoption of the Master Land Use Plan, individual sites and phases will now be brought forward for rezoning, where architectural design, urban design and the associated public amenity will be presented to the public and reviewed by council.
The Phasing Plan
The redevelopment of Lansdowne will not happen overnight, it will occur in phases over time. Initial phases will see residential buildings and public space constructed in the northeast corner of the existing parking lot. Next, small sections of the mall will be decommissioned and redeveloped in the form of mixed-use retail, commercial and residential buildings adjacent to No. 3 Road. Later phases of development will see the eventual demolition of the mall to allow for the construction of public spaces, more homes, retail and commercial space.
